How Auto Tariffs Reach Your Fleet’s Repair Bill

Import tariffs do not arrive at a fleet as a line item that says tariff. They arrive as a part that is three weeks out, an estimate that came back higher than the last one for the same job, and a residual assumption in a lease that no longer looks conservative.

Tariff policy has been a live question for fleets since 2025, and rates, covered categories, and exemptions have moved more than once since. Verify the current schedule before you price anything off this page. What follows is the mechanism, which does not change when the rate does.

Three paths into your operating costs

Acquisition

Duties are paid by the importer of record, not by the foreign manufacturer, and they move up the chain into transaction price. Lease payments follow, because a lease payment is a function of capitalized cost and assumed residual. When both move, the payment moves twice.

Fleets with orders placed under earlier pricing usually find out where they stand at delivery, in escalation language nobody read closely at signing. That is a contract question, not a market question, and it is answerable today.

Parts and repair

This is the path most fleets underweight. Parts are roughly half the value of an average repair order, and duties land on OEM (original equipment manufacturer) parts, on aftermarket parts sourced overseas, and on the raw inputs behind parts assembled domestically.

Three things happen. Unit price rises. Sourcing shifts toward aftermarket and remanufactured alternatives, which is fine if your policy permits it and an argument at every shop if your policy is silent. And availability tightens, which is where the real money goes.

Residual values

Tariffs on new vehicles push buyers toward used inventory, which supports used prices while they are in force. That is good for your disposals and bad for your acquisitions at the same time. If duties later come off, the support goes with them, and a residual set during the strong period starts to look optimistic. Residual exposure here is a timing problem, not a direction problem, and it belongs in your lease assumptions rather than in your annual budget.

The effect that costs the most is cycle time

Parts availability, not parts price, is the expensive half. A part that costs ten percent more costs you ten percent of half a repair order. A part that is three weeks out costs you three weeks of vehicle-days.

Put numbers on both. Take an average RO (repair order) of $1,180 with parts at 55%, so $649 of parts. Assume half of that value is imported content, $325. Apply whatever rate actually applies to your sourcing: at ten percent, that is about $32 per repair order. Across 540 repair orders a year, roughly $17,500.

Now the other side. If backorders add a day and a half to 12% of those same 540 repair orders, that is about 97 extra vehicle-days a year. Multiply by your own downtime cost per vehicle-day. For most commercial fleets that second number lands several times larger than the first, which is why a parts-price conversation that ignores lead time misses most of the exposure.

What to measure so you know whether it is hitting you

Six metrics tell you what tariff exposure is doing to your operation without requiring you to predict policy.

  • Parts as a share of repair order total, tracked monthly. A rising share against flat labor is the earliest clean signal you will get.
  • Parts backorder rate and median parts lead time, broken out by category. Collision and powertrain behave very differently here.
  • Cycle time split into parts-wait days and shop days. Without that split you cannot tell a sourcing problem from a shop performance problem, and you will blame the wrong one.
  • Estimate-to-invoice variance. Parts repricing between the estimate and the order shows up here before it shows up anywhere else.
  • Alternative-parts approval rate, meaning how often an aftermarket or remanufactured part was offered and how often your policy allowed it. A low rate with rising prices is a policy problem you can fix this month.
  • Total loss frequency at the margin. Rising parts costs push borderline repairs over the total loss threshold, which converts a repair expense into an acquisition expense without anyone deciding to do that.

What to do now

  1. Re-read the price protection and escalation language in every open vehicle order and lease. Find out which contracts pass duties through to you before an invoice tells you.
  2. Write down your policy on aftermarket and remanufactured parts by component category, and make sure your shops actually have it in writing. A large share of substitute-part arguments happen because nobody told the shop the substitute was permitted.
  3. Extend the lifecycle review on units you would otherwise replace this year, using per-unit cost arithmetic rather than age and mileage bands.
  4. Ask for parts lead times before you approve an estimate, not after. A two-week part on a unit that could have gone to a shop holding stock is a routing decision, not bad luck.
  5. Reforecast as a range rather than a point. Build low, base, and high cases for parts cost and lead time, and tell finance which one you are operating in each quarter.
  6. Do not pre-buy parts inventory on a policy guess unless you would want that inventory anyway. Nobody has been consistently right about tariff timing, and stocked parts you do not consume are working capital you cannot get back.

Common questions

Do tariffs on vehicles also raise repair costs?

Indirectly and directly. Directly if parts fall under a duty, which depends on the schedule in force. Indirectly because higher new-vehicle prices raise used values and total loss thresholds, which changes which damaged units are worth repairing. A fleet that only watches acquisition cost will miss both.

Should I pull purchases forward ahead of a policy change?

Only for units you were going to buy anyway inside a reasonable window. Buying a year early to dodge a duty means carrying a year of extra depreciation, insurance, and registration on a vehicle you did not need yet, and that carry frequently exceeds the duty you avoided.

Does switching to aftermarket parts solve the problem?

Partly. Plenty of aftermarket parts are imported too, so the substitution is not automatically a hedge. Remanufactured parts sourced domestically tend to be the better one, where warranty terms and your own policy allow them. Decide this by component category in advance rather than estimate by estimate.

How do I present this to finance?

As a mechanism and a range, not as a forecast. Show the three paths, show your six metrics with current values, and give low, base, and high cases. A finance team will accept uncertainty that is quantified. It will not accept a number that turns out to have been a guess.
